Rich Garman is the Director of the Economic Development & Finance (ED&F) Division at the North Dakota Department of Commerce. He leads the ED&F team’s efforts to facilitate growth, diversification and expansion of business in North Dakota. Prior to his employment with Commerce, Rich oversaw North Dakota business development projects for Great River Energy. Rich has over 30 years of experience managing projects in the energy industry.

He earned a Bachelor of Science degree in mechanical engineering from South Dakota School of Mines & Technology and degrees in Master of Business Administration and Project Management from University of Mary. Rich is a registered Project Management Professional (PMP).
